ПОРЯДОК ДЕННИЙ ЄС «ЕФЕКТИВНЕ РЕГУЛЮВАННЯ ДЛЯ ДОСЯГНЕННЯ КРАЩИХ РЕЗУЛЬТАТІВ»: ПЕРШІ РЕЗУЛЬТАТИ ТА ВИСНОВКИ

Розглядається досвід ЄС щодо поліпшення державного регулювання. З цією метою аналізуються результати та висновки, які Європейська Комісія зробила на основі перших кроків з реалізаціУ Порядку денного ЄС «Ефективне регулювання для досягнення кращих результатів». Під час критичного аналізу зазначених результатів у Європейській КомісіУ розглянули наявну наукову літературу, провели публічні консультаціУ та з'ясували позицію інших інститутів і органів, а також представників департаментів ЄвропейськоУ КомісіУ, які інтегрують принципи ефективного регулювання у свою щоденну роботу. Європейська Комісія дійшла висновку, що перші уроки, винесені з досвіду імплементаціУ ефективного регулювання, є такими: концепція ефективного регулювання отримала позитивну оцінку серед держав-членів ЄС; принципи ефективного регулювання мають бути невід'ємною частиною інституційноУ культури будь-якого органу державноУ влади; інструменти та процедури ефективного регулювання створені для підтримки процесу прийняття політичних рішень, а не для Ух заміни; практики ефективного регулювання передбачають інвестиціУ у вигляді фінансових та людських ресурсів; для досягнення успіху в імплементаціУ принципів ефективного регулювання потрібно докласти спільних зусиль.
