PUBLIC CONTROL METHODS OF REPRESENTATIVE AUTHORITIES: FOREIGN AND UKRAINIAN EXPERIENCE

Abstract

The article analyzes and systematizes the methods of public control of representative bodies in the world and in Ukraine relying on scientific theories and concepts. The analysis of scientific outcomes allowed to define theoretical aspects of public control of representative authorities and to reveal the best practices for its implementation, taking the cases of such countries as Belgium, Denmark, Italy, Canada, Malta, the Netherlands, Germany, Poland, Romania, USA, Ukraine, France, Finland, Scotland. In foreign science and practice of public administration, public control is treated as a form of citizen participation. The methodology of public control includes methods, techniques, technologies, tools, etc. to involve citizens, and then – public control. The most applicable methods in the world 34 are: Delphi, Nominal Group, «do-ocracy», РРВ (Planning Programming Budget System), goal setting and searching for alternatives, influence, establishing contact, public debate, public jury, public partnership, public initiative, interactive methods of planning, consolidation, creative (design), face-to-face participation (observation) in local government meetings, education, regulation, role change, public order, group management, processes and goals, focus group, target budgeting. In Ukraine, the realization of public control is limited by a small list of methods that are characteristic of the theory of organization, i.e. methods of public control are mainly determined by public authorities. The realization of public control in the world is product-oriented, which consists in focusing knowledge and combining it with priority forms and methods of its implementation, in order to form a system of effective inter-action and inter-impact of subjects and objects of the managerial process.
