STRATEGIC PLANNING IN THE PUBLIC ADMINISTRATION SYSTEM

Abstract

The article provides a deep analysis of the issues related to the development of the strategic planning and its introducing in the public administration system. It is justified that introduction of this tool becomes extremely important in the framework of the public administration modernization process and the implementation of the public administration reform. The strategic planning is defined as a coherent and well-coordinated process of the preparation of long-termed vision of further activity of a State body / public institution or organization as well as its transformation into realistic goals and objectives of the State policy implementation. It is also highlighted the relevance of the strategic planning and its importance for further modernization of the whole system of State power bodies. It is noted the reasons for further promotion of the strategic planning as well as the experiences of other countries (in particular, EU countries) regarding its introducing in the public authorities’ activity. It is analyzed the existing system of the strategic and forecast documents as well as the normative and legal basis for strategic planning realization (i.e. laws, normative acts of the Government, President of Ukraine, line ministries and other State bodies). At the same time, it is pointed out the main stages of the development and further implementation of the strategic plans in State power bodies, i.e.: preparatory stage which includes the functional analysis organization; analysis of the internal and external environment; definition of the vision and mission of the organization; definition of the main goals of the organization activity; preparation and realization of the strategic development plan as well as monitoring of its implementation. It is underlined that the strategic planning is a well-known in Europe and in the world tool. It is recommended by the international and European organizations for the implementation in all State bodies and public institutions in order to increase their effectiveness and to improve the decision- making process. On the basis of the conducted research, it is presented the practical recommendations for promoting strategic planning activity of the State power bodies and other public institutions, in particular in the framework of the public administration reform implementation.
