TELEMEDICAL COMMUNICATION AS A COMPONENT OF MEDICAL INSTITUTIONS MANAGEMENT AT THE REGIONAL LEVEL

Abstract

The article provides a thorough description of the main management processes for the implementation of the regional telecommunications system. It demonstrates the importance of taking into account certain features of this process, which are affected by the medical reform introduction in regions of Ukraine. The article proves that organizational changes in the introduction of regional telemedicine systems should start with medical institutions of regional and district levels and be implemented according to a certain algorithm. The article maintains that the main advantages of the introduction of a regional system for telemedicine consultations imclude ensuring the access of the population to quality medical services; reducing the number of unreasonable appeals to medical workers; reducing the number of unnecessary diagnostic tests and medical appointments; formation of the optimal patient route within the regional and local network of medical institutions. Among the most challenging issues of the introduction of the regional system for telemedical communications are such areas as organizational, functional, technical, informational and mental ones. The main forms of telemedical communications at the regional management level are telemedical counseling, telemonitoring, telemetry, and home teleconsultation system, which has become a priority form of communication in the context of the COVID-19 pandemic.
