INTERNATIONAL APPROACHES TO CRITERIA FOR THE PERINATAL CARE SYSTEM ADMINISTRATION EFFECTIVENESS

Abstract

The relevance of the article is due to the necessary to improve the health care system administration efficiency that, according to world experience, should lead to improved indicators of population health, economic prosperity and general human development in countries. The goal of the article is to analyze international approaches to determining the criteria for the perinatal care system administration effectiveness, their systematization into groups of criteria by which it would be possible to evaluate the effectiveness of perinatal care system reforming in Ukraine in the future. The latest researches of perinatal care system administration efficiency criteria were analyzed and it was established that international approaches require systematization, on the basis of which it is possible to develop own system of criteria of the perinatal care system effectiveness in Ukraine. The article analyzes international regulatory documents regarding the standards and governing principles of perinatal care. Based on this analysis, several groups of criteria were systematized, which can act as indicators of the effectiveness of the perinatal care system and its management. The difference between "perinatal care effectiveness criteria" and "perinatal care system administration effectiveness criteria" is emphasized and justified. The importance of the integration of services (different types of medical, medical and social services) is characterized, in particular the management of integration processes between different levels of perinatal care, such as prenatal care, delivery services, postnatal care and care for newborns, babies up to three years old outside medical institutions. It was determined that the majority of international approaches to the criteria for the perinatal care system administration effectiveness contain minimum standards that require clarification at the national level.
