REHABILITATION ASSISTANCE AS A COMPONENT OF THE SOCIAL SPHERE OF THE UKRAINIAN STATE

Abstract

The article examines important aspects of the development of the rehabilitation care system in Ukraine. It is noted that the increase in the number of people who are injured during the war, as well as due to other circumstances, poses a challenge to the state to provide effective and affordable rehabilitation assistance. The author discusses the role of the state in stimulating the development of the rehabilitation system, noting the important steps taken in this direction. It was determined that the development of national rehabilitation systems is based on the WHO global initiative "Rehabilitation-2030". Two stages of formation and development of the system of rehabilitation assistance in the field of health care in Ukraine have been identified. It has been confirmed that at the national level, the state management of rehabilitation assistance has a multi-subject nature. Departmental complexity of management subjects creates challenges in the field of public administration and creates organizational barriers for the development of the national system of rehabilitation assistance in Ukraine. After all, with such subordination, certain departmental barriers are created in the application of an integrated approach in the provision of rehabilitation assistance, as there may be a need to combine different approaches and ensure interaction between different services. It was established that there is no single database in Ukraine for the exchange of information about the individual needs of clients in rehabilitation services between rehabilitation institutions and local social services. The article also discusses the need to coordinate the work of rehabilitation service providers to achieve optimal results in the rehabilitation process. Attention is paid to the use of rehabilitation aids and the creation of assistive technology offices in inpatient rehabilitation departments. The article calls for further development of the rehabilitation care system based on evidence-based approaches, multidisciplinarity and patient-centeredness. Given the diverse needs of individuals, rehabilitation care should be broad and accessible to all who need it, ensuring a return to as active a daily life as possible.
