THEORETICAL, HISTORICAL AND REGULATORY FRAMEWORK FOR PUBLIC ADMINISTRATION OF PHYSICAL CULTURE AND SPORTS DEVELOPMENT IN UKRAINE

Abstract

The article reflects the results of the research of the theoretical, historical, and regulatory foundations for public administration of physical culture and sports development in Ukraine. The conceptual-categorical apparatus and key directive and program-target documents in this area are analyzed. In the historical aspect, it was determined that the evolution of the national system of physical culture and sports took place at different stages of the development of Ukrainian society – from the time of its emergence to the present. At the same time, it is shown that the issue of the development of physical culture and sports has gained special relevance in the context of gaining Ukraine’s sovereignty, as well as in the context of Ukraine’s acquisition of the status of a full member of the European Union in June 2022. Regulatory documents in the field of physical culture and sports development have been analyzed. It is shown that for almost two decades in Ukraine, directive and program-target documents in this field were developed, the adoption of which was conditioned by modern reforms, in particular in the field of education and in the field of physical culture and sports development. Соnducting this research made it possible to draw certain conclusions and propose ways to improve the activities of public administration bodies in this area, in particular, by revising the National Doctrine for the Development of Physical Culture and Sports with a view to updating it taking into account modern conditions and realities, as well as revising and updating the Strategy for the Development of Physical Culture and sports until 2028, which was prepared to implement the Decree of the President of Ukraine № 837/2019 of November 8, 2019 “On urgent measures to carry out reforms and strengthen the state” in accordance with the principles of the Olympic Charter of the International Olympic Committee, the International Charter of Physical Education, Physical Activity and sports of UNESCO, the European Sports Charter, the National Strategy “Physical activity – healthy lifestyle – healthy nation”. Also, after the end of the legal regime of martial law, special attention should be paid to the fulfillment of international obligations in the field of physical culture and sports development.
