WORLD EXPERIENCE OF IMPLEMENTATION OF THE STATE POLICY OF FINANCIAL SUPPORT OF THE HEALTH CARE INDUSTRY AND THE PROVISION OF MEDICAL SERVICES

Abstract

The article pays considerable attention to the study of the international experience of the state policy of financing the health care industry, which made it possible to substantiate the need for the formation of additional sources of financial support for the industry in Ukraine due to the development of medical insurance as an element of social protection of the population. A conceptual approach to the organization of health care financing based on medical insurance, taking into account international experience, has been developed, the application of which will make it possible to increase the efficiency of the health care industry, reduce the population’s costs for health care due to the formation of a rational structure of sources of funding for the health care industry health in the form of medical insurance through the DMS system and to improve the quality of medical care for the population depending on the size of the state budget, possible health care costs, the availability of appropriate infrastructure in the medical field, the current state of morbidity in the population, the general system of social protection of the population, historical prerequisites and features of state regulation. The experience of foreign countries has shown that at the first stages of economic transformation, effective medical care is needed, first of all, by the most socially vulnerable sections of the population. It was determined that most countries of the world are modernizing the models of medical provision of the population and financing of the health care industry depending on the size of the country’s budget, possible health care expenditures, the presence of the appropriate infrastructure of the medical industry, the current state of morbidity of the population, the general system of social protection of the population, historical prerequisites and features of state regulation.
