PASSION OF THE NATION AS A RESOURCE OF PUBLIC ADMINISTRATION: THEORETICAL APPROACHES

Abstract

The article analyzes the concept of "passion of the nation" and substantiates the view on the heuristic capacity of L. Gumilyov's theory of passion. The transformations of the meaning of the term "passionateness" were considered, the achievements and limitations of L. Gumilyov's theory of passionateness were investigated, and the modern interpretation of the term "passionate nation" was determined. According to the author, the teachings of L. M. Gumilyov can be evaluated from an emotional and methodological point of view. A negative emotional connotation, in the context of modern events, can be caused by his evaluation of the Ukrainian ethnic group and propagandistic distortion of historical events, and a methodological one by the unreasonableness of the origin of the energy of passion. The opinions of researchers regarding the risks that Gumilyov could not avoid are given. He was so captivated by the idea of passionate ethnogenesis that instead of searching for facts, comparing and sifting out distortions, he began consciously or unconsciously to look for only verifiable facts and freely interpret historical sources. The author believes that Humile's passion should be taken together with other historical and philosophical concepts of Toynbee, Jaspers, and Spengler. The great importance of passion from the point of view of public administration is the fact that it must be possessed not only by leaders, but also by executors. The main thing in the phenomenon of passionate induction is that the process of ethnogenesis begins with heroic and sometimes sacrificial actions of small groups of people, which are joined by the surrounding masses, and quite sincerely. The related views of Plato, Hegel, M. Weber, and A. Bergson are emphasized. It is substantiated that a passionate nation is one that, despite all the complexities of ethnogenesis, is able to strengthen and grow while preserving its national identity.
