LEGAL AND REGULATORY FRAMEWORK FOR THE ECONOMIC MECHANISM OF THE FOOD SECURITY PUBLIC ADMINISTRATION IN TERMS OF SUPPORT FOR AGRICULTURAL DEVELOPMENT IN THE CONDITIONS OF WAR IN UKRAINE

Abstract

This article is dedicated to the investigation of legislation aimed at regulating the economic mechanism of state management of food security in the direction of supporting the development of agriculture in Ukraine from 2014 to 2024, identifying the current state and challenges that require resolution. It was found that support for the development of agriculture is carried out through a series of state initiatives aimed at minimizing the negative impact of war and economic crisis on the functioning of agriculture. In response to the food crisis, a number of legislative acts have been adopted to regulate state support for the agricultural sector, especially during martial law and economic crises. A SWOT analysis revealed weaknesses in terms of bureaucratic barriers, insufficient funding, the absence of a comprehensive approach to the development of the agricultural sector and attracting investment, limited adaptation to changing conditions, and a lack of measures for engagement and coordination with international partners. Directions for improving the legal framework have been proposed, including reducing bureaucratic pressure on farmers, increasing the efficiency of state funds through transparency and openness, attracting private capital to the agricultural sector, simplifying the procedures for receiving support, and encouraging scientific research and the introduction of innovative technologies. It is important to ensure systematic monitoring of the impact of the provided assistance on the development of the agricultural sector and food security in general, which will contribute to strengthening the country's food security, increasing the efficiency of the agricultural sector, and ensuring stable and reliable access to high-quality and safe food for the population. Implementation of the recommended improvements will help to more effectively solve the problems of ensuring food security, especially in wartime and periods of economic crises, supporting the sustainable development of the agricultural sector as the basis of the country's food sovereignty.
