IMPLEMENTATION OF THE PUBLIC PARTICIPATION MODEL AT THE LOCAL LEVEL: THE EXPERIENCE OF GREAT BRITAIN

Abstract

The relevance of the study is determined by the fact that the further adaptation of the Good Governance model to the conditions of Ukraine involves the study of the best practices of using modern tools of public governance, their analysis and the formation of conclusions about the possibility of their use, taking into account the peculiarities of national legislation, the organizational and technical capacity of public authorities and the level of development of political culture. The use of digital applications for the purpose of the greatest involvement of citizens in the formation of policy both at the national and local level allows to expand the possibilities of existing approaches to the implementation of public involvement. In this regard, the experience of Great Britain is very interesting, because the country is a world leader in the use of modern digital technologies for the involvement of citizens in social and political processes. The goal is to analyze the existing experience of Great Britain in the issues of deploying a model of public participation through the wide use of digital applications, as well as forming conclusions about the possibility of adapting this experience to the conditions of Ukraine. The results. The article analyzes the content and directions of a number of digital applications used by the public authorities of Great Britain to expand the possibility of involving the public in the formation and implementation of public policy at the local level. Conclusions are formed regarding the possibility of adapting this experience to the conditions of Ukraine, while the emphasis is shifted to the requirements of wartime and the needs that arose because of hostilities. Conclusions. The experience of using digital applications in Great Britain shows that recently there has been a tendency to expand the rights and opportunities of citizens to participate in solving local problems. This advanced practice of involving the population in solving socio-political issues, in particular issues of local importance, is, in our opinion, very useful for Ukraine.
