ЄВРОПЕЙСЬКИЙ СОЮЗ ОХОРОНИ ЗДОРОВ'Я ЯК НАПРЯМ ПОДАЛЬШОГО ПОГЛИБЛЕННЯ ІНТЕГРАЦІЇ ЄС

Розглядається Європейський союз охорони здоров'я як напрям подальшого поглиблення інтеграції ЄС. Пандемія COVID-19 виявила структурні слабкості та неспроможності ринку належним чином реагувати, щоб захистити громадян ЄС від криз у сфері охорони здоров'я і в такий спосіб продемонструвала необхідність та важливість скоординованих дій на рівні ЄС. В ЄС дійшли висновку, що для ефективної протидії транскордонній загрозі здоров'ю європейські органи охорони здоров'я мають злагоджено працювати разом, об'єднати свої ресурси та досвід, а також діяти в тісній координації з економічними органами. З огляду на це Голова Європейської Комісії як єдино правильний політичний та управлінський крок запропонувала створити Європейський союз охорони здоров'я. У повідомленні Європейської Комісії, яке окреслює напрями та практичні кроки розбудови Європейського союзу охорони здоров'я, викладені додаткові дії, які необхідно вжити в найближчому майбутньому на європейському і національному рівнях, щоб підвищити стійкість ЄС до всіх транскордонних загроз здоров'ю та забезпечити всіх європейських громадян високим рівнем охорони здоров'я. Європейський союз охорони здоров'я слід розглядати в контексті існуючих комплексних європейських стратегій врядування, таких як, наприклад, Європейський енергетичний союз та Європейський зелений курс, прийнятих для подолання проблем фрагментації управління та неадекватності розрізнених дій у сфері публічної політики у відповідь на наскрізні транскордонні виклики.
