COMPLIANCE WITH THE CRITERIA FOR THE PROVISION OF PUBLIC SERVICES AS ONE OF THE TOOLS FOR THE PREVENTION OF CORRUPTION

Abstract

The scientific article is devoted to highlighting the evaluation of the quality of public service provision as an element of corruption prevention. The quality of the provision of public services as an element of corruption prevention should be based on criteria that should be approved at the level of the legislative body in the form of standards, in case of violation of which the employees of public administration bodies should be held legally responsible. It was established that the criteria for evaluating the quality of public services as an element of corruption prevention include: effectiveness, simplicity (or accessibility), urgency (or timeliness, timeliness, efficiency), convenience, openness, minimum (fair) cost and affordability of its payment, professionalism, respect for the person, equality, etc. It was emphasized that one of the key criteria for evaluating the quality of public services as an element of corruption prevention is openness. In particular, the criterion of openness provides for the openness and availability of information needed by consumers of public services as an element of preventing corruption (for example, what documents must be submitted to receive a service, how long it will take to review a person's application, the amount and procedure of payment, who is responsible for providing the service, etc.), as well as the possibility of receiving advisory assistance, which employees of public administration bodies must provide in the form of filling out applications, forms, explaining the order and procedure (administrative regulations) of obtaining a public service, assistance in the selection and processing of documents, etc. For this purpose, the information required for obtaining the service, samples of filling out documents, a description of the procedure for providing the service, etc. should be placed on information boards in the premises of the body, in brochures and other reference materials on the provision of a public service. At the same time, it is important that the information is complete, up-to-date and understandable, with minimal use of special terminology, as well as easily accessible (via telephone or the Internet). In addition, the accessibility and convenience of providing services can be assessed by the quality and efficiency of communication between public service providers as an element of preventing corruption with their consumers.
