CHILDREN'S RIGHTS IN THE DIGITAL INFORMATION SPACE

The issue of legal regulation of the implementation and protection of children's rights in the information digital space in accordance with the provisions of current legislation of Ukraine is resolved in fragments and at a low level of efficiency. Despite the adoption on March 3, 2021 of the Order of the Cabinet of Ministers of the Concept for the Development of Digital Rights of Children, a number of problems of implementation and protection of children's rights in the digital information space are not defined, in particular, children's rights to personal data protection outside the legal field, the issue of exercising the right to work is left out, in particular, by creating an information blog or channel, etc. The purpose of the article is to determine the regulation of children's rights in the digital information space. Realization of the set purpose provides the decision of a number of tasks, such as: 1) realization of grouping of the rights of the child in information digital space; 2) search for ways to ensure the effectiveness of legislative regulation of children's rights in the digital information space. Scientific novelty. The article classifies the rights of the child in the information digital space and identifies areas for ensuring the effectiveness of their regulation. In conclusion, the article divides the rights of the child in the digital information space into: 1) the rights of the child to create a secure information space, which includes ensuring the child's right to protection from cyberbullying, banning the cult of violence and cruelty, pornography, hostility, etc .; 2) the rights of the child protection of his personal data, including as inadmissibility of establishing the identity of the child in court by identifying his place of study, residence in case of its publicity; 3) the child's right to education, which is realized in the information digital space, it is necessary to consolidate the mechanism of obtaining a person's education independently, the so-called right of a person to self-education; 4) the child's right to freedom of expression, including by mastering the profession of "blogger".
