TOOLS OF THE ADMINISTRATIVE AND LEGAL MECHANISM FOR IMPLEMENTING THE GOALS OF MODERN STATE AND REGIONAL ENVIRONMENTAL POLICY IN UKRAINE: A TERMINOLOGICAL AND CONCEPTUAL ASPECT

The purpose of the scientific work is to identify the features of the administrative-legal mechanism of implementing the goals of modern state and regional environmental policy in Ukraine, to formulate the relevant concept and outline the types of such tools according to the available scientific concepts and current legal acts. The following features of the instruments of the administrative-legal mechanism for the realization of the goals of the modern state and regional environmental policy in Ukraine have been determined: they are an external expression of the activity of implementing the state and regional environmental policy; instead, it is a set of various means, techniques, methods of legal and non-legal (political, economic, financial, informational) direction, which are implemented in the process of administrative actions of subjects of public administration, thanks to which the state and regional environmental policy is implemented; applied by subjects of state and regional environmental policy implementation; can have both imperative and dispositive nature; their application is conditioned by the powers and sphere of activity of the subjects of environmental policy implementation; reflect the legal dynamics of public administration in the field of ecology; in the case of their application, legal consequences and/or actual results occur. The concept of instruments of the administrative-legal mechanism for the implementation of the goals of modern state and regional environmental policy in Ukraine is defined as a set of various means, techniques, methods of legal and non-legal (political, economic, financial, informational) direction, which are used in the process of administrative actions of subjects of public administration, thanks to which the state and regional environmental policy is implemented. The following groups of instruments of the administrative-legal mechanism for realizing the goals of modern state and regional environmental policy are distinguished: regulatory-planning, organizational-technical, educationalinformative, coordination, monitoring-accounting, economic direction, control-supervisory.
