THE ESSENCE OF ADMINISTRATIVE AND LEGAL REGULATION OF ENSURING THE LIFE OF SETTLEMENTS

Abstract

The purpose of the article is to substantiate the definition of the essence of administrative and legal regulation of ensuring the life of settlements. It is determined that the administrative and legal provision of the life of settlements primarily pursues the goal of establishing regulations for the activities of local government bodies, local executive bodies and members of the territorial community in their interaction with administrative entities. It is concluded that ensuring the life of a settlement is a fairly multifaceted category, which is inextricably linked with environmental protection, improvement, the provision of public services, etc. It is emphasized that ensuring the efficiency of the life of a settlement should be based on ensuring the efficiency of the development of settlements, compliance with approved building codes, state standards, norms and rules for planning, development of territories, design and construction, which should be correlated with the implementation of urban planning documentation taking into account natural and climatic, hydrogeological, environmental and other conditions. It is emphasized that administrative and legal regulation is often defined as situational or risky regulation, which means the ability of administrative and legal norms and means of influence to respond to public requests, which requires the application of not only classical management methods, but also the introduction of innovations into the sphere of public administration and administration. It is concluded that the implementation of administrative and legal regulation of ensuring the life of settlements requires the application of both classical methods and means of influence, and a constant innovative movement in building a system of administrative bodies of local government, determining the content and scope of their competence and finding ways to increase their efficiency.
