DEVELOPMENT OF SCIENTIFIC AND THEORETICAL APPROACHES TO STUDYING THE PROBLEM OF PREVENTING CORRUPTION IN UKRAINE DURING MARTIAL LAW

Abstract

The aim of the scientific article is to highlight the development of scientific and theoretical approaches to studying the problem of preventing corruption in Ukraine during martial law. It is determined that despite the development of legal science and the implementation of numerous scientific developments on the issue of preventing corruption, it is worth emphasizing its relevance and the expediency of further scientific and research work in this direction. It is emphasized that the conditions of martial law in Ukraine determined the circumstances that determined the number of manifestations of corruption and corruption offenses in general, and in particular, in the field of defense and national security. It is emphasized that the spread of corruption occurs as a result of both the tolerance of both government bodies and members of civil society. It is concluded that research on the prevention of corruption can be systematized into the following groups: 1) research devoted to the development of general principles for preventing corruption, principles of interaction between public entities, state authorities and local governments; 2) research devoted to the issue of overcoming manifestations of corruption in individual state authorities; 3) studies devoted to the problems of overcoming manifestations of corruption in certain spheres of public life; 4) studies devoted to the problems of applying administrative and legal liability for committing corruption offenses and offenses related to corruption. It is emphasized that at the same time there are no studies devoted to ensuring the effectiveness of preventing corruption in martial law, which justifies the relevance of further scientific development of this issue.
