INTEGRATION OF THE UKRAINIAN ELECTRICITY MARKET INTO ENTSO-E (EUROPEAN NETWORK OF TRANSMISSION SYSTEM OPERATORS FOR ELECTRICITY)

Abstract

The article reveals the topical issue of the integration of the electricity market of Ukraine into ENTSO-E (European Network of Electricity Transmission System Operators). The article analyzes the economic gains from joining and synchronizing the energy system of Ukraine to the European network of electricity transmission system operators, and also reveals the subject composition of all transmission system operators, according to the administrative-territorial division within the borders established by international treaties. 6 main Associations of Transmission System Operators (ETSO, ATSOI, UKTSOA, NORDEL, UCTE and BALTSO) from 39 European countries until their liquidation and subsequent merger into ENTSO-E (European Network of Electricity Transmission System Operators) are displayed. The main steps for the ENTSO-E of Ukraine on the way to integration are indicated, which are reflected in international declarations, agreements, projects and strategies, which created and provided the basic basis of the prerequisites for setting specific deadlines in achieving the ultimate strategic goal – the integration of Ukraine into the ENTSO-E of Europe. One of the main steps to achieve energy security of Ukraine was implemented on September 16, 2014. The Verkhovna Rada of Ukraine and the European Parliament simultaneously ratified the Association Agreement between Ukraine and the EU. Clarity and consistency of actions became the key to "Energy visa-free", which opens the European electricity market for Ukraine and eliminates the main dependence of the Ukrainian energy system on the energy system of the Russian Federation. This loss of influence of the Russian Federation on the electricity industry of Ukraine, as one of the most strategically important branches of the Ukrainian economy, will allow Ukraine to develop the electric energy market on the European electricity market and receive investments in the development and modernization of the energy system. Compliance with the rule of law, competitive conditions for participants in the electricity market, transparent rules, high standards in the European Union, customer orientation, infrastructure modernization are what the state of Ukraine will definitely have in the person of its citizens.
